A memorial service for Steven H. Rascher, a former San Francisco Emperor, will be held Saturday, November 2 from 6 to 9 p.m. at the Arc, 1500 Howard Street.

Mr. Rascher, 67, died October 8 following a long battle with cancer.

As the 16th Emperor, Mr. Rascher reigned with Empress 23, Lily Street, from 1988 to 1989.

He was deeply involved in the Imperial Council, organizing fundraising parties both for the San Francisco and Portland, Oregon chapters.

Mr. Rascher was also responsible for the annual pilgrimage to Woodlawn Cemetery in Colma, where Joshua Norton, an eccentric city resident who in 1859 declared himself Emperor of the United States and Protector of Mexico, is buried. It was Norton who inspired the late Jose Sarria, Her Royal Majesty, Empress of San Francisco, Jose I, The Widow Norton, to create the Imperial Court in the 1960s. Sarria died in August at the age of 90 and his Imperial State Funeral was held in September. He was laid to rest next to Norton in the cemetery.

Mr. Rascher had been a longtime employee at First American Title Company.

He is survived by his husband, Gene Fry.
